    This possible?

Can someone make an ar pistol from a new stripped lower thats been classified as "Other?"..

If so would it still be doable once 2015 starts?

    If not,
what are the options on making an ar pistol after 2015 starts of you dont have already an ar pistol lower?

All stripped lowers are listed as "other" on the Federal form 4473.

However CA has an extra step called the DROS. On the CA DROS they are listed as a "long gun" because none are on the CA approved roster for "handgun" sales.

No one really knows for sure how this affects the lower. It is however recommended by the legal beagles not to build a pistol on a lower DROSed as a "long gun"

To build one after 1-1-2015 you would need to follow laws in affect at the time and build it as a single shot exempt bolt action or break top pistol.

        Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

          Unpossible

Seems to me an 07 should be able to build you a single shot AR pistol.......still some debate I'm sure, but from what I have read here, as long as the pistol was manufactured as single shot it is ok. If you are modifying a something to get it into a compliant format it is a no go.

Been a couple weeks since I went down that rabbit hole so I'm sure it has changed......

TO avoid any unwanted risks, ill be doing an 80% lower.
In other if i finish the 80% lower before 2015 and declare its a pistol and start it off with a blocked magazine (making it single shot), all is GTG?

Blocked mag or mag well vise block works well as an improvised single shot sled.

I documented with a video and photos.

                  OP,

The "other" classification is a Federal thing. It has nothing to do with California's DROS system which does not recognize "other". If you are talking about Federal law, it's 100% OK for you to do it yourself. If you are talking about CA law, no one knows. Do you want to be the test case?

                  WTF is a "pistol lower"?

Answer: It's any virgin lower. There is no such thing as a "pistol lower" that has not been configured into a pistol.

If you can show me a law that proves I'm wrong, I'll give you a virgin AR lower.

That said, it is not worth the risk since, it's easy enough to get an Ar pistol without going that route.

Also, remember the pistol has to have a 10.5"+ overall length and a 6"+ barrel in order to be single shot exempt. In other words you can't just finish cutting your 80% lower and slap a single shot sled in it in December and then not get an upper for it until January. It has to have the upper on it to be SSE manufactured.

its still unclear if you have to vol reg a naked lower you purchased (and it was registered) and assembled into a pistol in another state
