    AR Pistol / 80% Lower

    I am new here.

    My question is, can I build an AR pistol using an 80% lower? How does AB 1964 change the rule?

        It doesn't, since your 80%'s are not inherently semi auto or single shot on mill-out, as long as you *initially* build the 80% into a SSE compliant pistol config, SSE still applies. (You are building from a bare frame you finish yourself).

        Same with STI 2011 / 1911 frames, as long as you do the initial build as SSE config, you are still totally legal.

        AB1964 closes the gap for CONVERSIONS of existing pistols (semi auto) into an SSE config for purpose of roster exemption. But SSE STILL EXISTS for built from frame purpose built single shot firearms.

        And there's STILL nothing illegal about converting a single shot firearm into semi auto after you legally build / take possession of it, so.....

            Not according to some.

            The way the law is written only those guns made as a single shot bolt action or break top will be roster exempt.
            Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
