Do you need one to be in possesion of a handgun, or just to purchase from an ffl. Say you want to borrow a handgun from a friend, will you need the hsc?

I'm going to guess from teh OP's nic that he's 20yrs old. You can legally possess, but being young, new, no previous handgun experience, and apparently little familiarity with the besic regs, you might want to rethink 'borrowing' your friend's handgun. Your odds of getting in a legal jam with it and having your friend's handgun confiscated are probably quite a bit higher.
Do you have a locking container to transport the firearm? Are you familiar with the laws and conditions for such transport? Are you familiar with and practiced in the principal rules of gun safety - and I don't mean just cramming for an easy test. I mean really understanding it isn't a toy or something to be ceaselessly screwed with while you sit around your home.
IF you are in a college situation, are you aware of your school's weapons policies and your potential problems in that area? What about your living situation, if you have roommates how are you intending to keep them from screwing around with the weapon.
Sorry for coming off like a jerk, but the number of young folks I'd trust with a handgun is close to zero. They all seem so damned squirrely these days and way to clueless / cavalier about all the above issues.

Yes, unless you qualify for an exemption. As elitist as it sounds, you'd probably know if you are exempt.
There's a lot to consider even if borrowing a handgun from a friend. There's storage, transportation, and so on. While borrowing the handgun, YOU need to take all the precautions you'd need to take as if you OWNED the handgun.
If you're under 21, do not expect to be able to purchase ammunition from anyone for that handgun. Even at a range. Sorry.Comment

Okay, so are there any thing that would prevent one who is under 21 from obtaining a HSC as I have heard the local FFL won't give them to individuals under 21sigpic

I had the same problem. None of the local FFL's that I tried would issue an HSC to anyone under 21. They thought it wasn't legal.
Not much you can do about it, really. Luckily, when I had learned I could get an HSC under 21 I was already 20. So all it really meant was I had to wait a few more months before I could shoot my handgun by myself; thus, I didn't press the issue with the FFLs.sigpicComment

btw, I do have a fair amount of handling experience and 2 DOJ approved safes, along with some aluminum locking travel case that can be used for pistols, but I don't exactly know what the requirments on transportation are, where can I find a reference to transportation.sigpic

I just want to borrow it from my friend, who works to much to go shooting, so I can actually get some trigger time with a pistol. I get inough opportunities with a rifle but only a few a year with pistols, so this would be for a lack of my friends presence. Just wondering if getting an HSC would be a legal way to take a friends pistol out to the range so I could get some practice.sigpic

In order for your friend to legally load you the handgun, you need a HSC or an exemption to the HSC.
