On a stainless pistol, nothing. Flitz and Scotch Brite pad will remove it.
On a coated pistol frame, it would depend on the coating. For instance, if Cerakote, I could have the frame refinished for $60, so I would negotiate that price, plus the cost to ship, and so on. A Colt with factory bluing or another pistol with a proprietary coating, I'd reconsider the purchase altogether.
Too many variables, though. There's a few off-roster 1911's out there that I would buy no questions asked based on how scarce they are in California.
