    Finishing an 80% AR lower

    Hey all, This is my first post here on Calguns. Ive found a ton of useful info in the past so I figured Id try it for myself when I found myself kind of stuck on a topic.

    I have an 80% AR-15 lower that I need to finish. It is my understanding that it is still perfectly legal for me to finish milling it out on somebody else's equipment only as long as I do the work myself. Lately Ive made a few calls to CNC shops around the San Diego area and it seems that nobody is offering use of their machines for this service anymore due to big brother causing a hassle with various shops around town. So here are a couple of questions that I have:

    A) Is it still in fact legal for a CA resident to use somebody else's equipment to finish a lower receiver without having to do all of the FFL stuff that would be required as if buying a stripped lower?

    B) If it is still legal, Are there any shops in the San Diego area that do still offer usage of their equipment? I would even be willing to travel to OC or IE to get it done.

        Still legal.

        However you won't be able to find a machine shop that will let you "use" their cnc machine.

        You see they use these machines to make money. Meaning that they would want to charge you for the use.

        BATF has told all the machine shops to stop this. The BATF feels that if you pay to use a cnc machine that has already been program to complete the lower that the company with the cnc is actually "manufacturing" a firearm and they would need to have a 07 ffl.

        If you don't have a cnc machine in your garage you can also use a drill press. It takes a little more work but it can be done. All the stuff can be bought at Harbor Freight.
        Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

                    Sell the 80% & buy a complete PSA rifle... IMO only worth going the 80% route to build a single shot pistol

                              I've looked into it and came up with the same answer buy everything at hf or sell the lower I don't have the kind of cash to buy the equipment so I'm stuck with a paper weight till I do
