        I just did a ppt and had the same issue. Gun came with a lock but employee said I needed to buy one, I said I don't think so... I tried the safe affidavit, but shop owner said it's for long gun's only. They didn't bother to ask about a safe which I have. So I complained a bit more and shop owner said if it came with it originally then it's fine. (saved $10 plus CA tax, It was a budget firearm so every penny counts)

        And how would they know if the lock came with it originally...just keep a no name gun lock in the case in a skinny zip lock parts bag (not a sammich bag) and stick to your "guns", "this is the original lock". As long as you have a lock I don't see a problem but I don't make the laws.

        I had another gunshop provide me with a free lock, a box of all branded firearm locks to choose from.
        Another made no mention of a lock, but I brought my own and secured it.

          they are required to have a receipt so your transfer should have a bill of sale written out one pistol one gunlock date and price they can make a copy of it

          make sure you bring a lock to "give" to the person you are buying from in case they don't provide one

            FYI, Turners policy is that trigger locks are not safe, they say that that's CAs opinion. So if you buy a PPT there and it has a factory trigger lock they will force you to buy their BS Turners cable lock. It really pissed me off when I PPTd my heritage .22 and had to buy a stupid lock. They said they didn't care if I had a safe or not, the only safe way to lock a single action revolver is to remove the cylinder and put a cable lock through the frame.

              There is definitely inconsistency among some FFL/LGS on the whole lock rule thing. Even the free CA DOJ Approved locks that some local LE agencies hand out are not "valid".

              My only outlandish experience with the safe affidavit issue was with an LGS out in Castro Valley. They kept telling me the safe affidavit WITH a receipt of safe purchase was not acceptable when I went in to pick up my PPT handgun. I told them it was accepted by the following LGS for handgun PPTs and new purchases that I've done business with in the past:

              City Arms
              Jackson Arms
              Bulls Eye
              and 3 Home FFLs

              The owner/manager's reply was "they're not following the law".

              He even had told me the safe affidavit was only for long guns and would only be valid with the receipt showing the safe was purchased within the past 30 days.

              Since they were essentially holding my gun "hostage", I relented and said just sell me one of your damn locks and give me my f-ing gun.

              Will NEVER do business with this shop again. They post on the forums about having new shipments in all the time, but will never quote you a price. It's always, come on by the shop. Yea, I usually know what that means...

                I would opine that that Castro Valley LGS is correct. Federal law requires a lock be provided with every handgun transfer. swearing that you have a safe at home is not "providing the buyer with a handgun lock".

                  Effective January 1, 2002, no firearm may be sold, transferred, or manufactured within California unless that firearm is accompanied by a DOJ-approved firearms safety device (California Penal Code section 23620, et seq).

                  The safety device requirement does not apply to the following:

                  Persons who can demonstrate the purchase of a DOJ-approved safety device in the 30 days prior to taking possession of the firearm by presenting the device to the firearms dealer and providing the firearms dealer with a receipt showing the purchase date and model name of the device.

                  The commerce of any firearm defined as an "antique firearm" pursuant to federal law.

                  The commerce of any firearm intended to be used by a salaried, full-time peace officer for law enforcement purposes.

                  Transfers of firearms to persons who demonstrate ownership of a qualifying gun safe. Ownership may be demonstrated by displaying to the firearms dealer:
                  1) A receipt indicating purchase of, or an affidavit, signed under penalty of perjury, stating that the purchaser owns a gun safe, and 2) An affidavit, signed under penalty of perjury, stating that the gun safe meets the standards set forth in DOJ regulations.

                    You can add Reed's Indoor Range and FUDmasters to the list of FFL's that accept the safe affidavit for handgun purchases. I just did a PPT at Reed's the other day and it was quick and painless compared to the 1 1/2hr ppt I did at FUDmasters the day before.

                      a signed safe affidavit does not comply with 922(z). dealers have to comply with both CA and federal law. An exemption to a CA law doesn't mean they are exempt from a federal law.

                        I know one gun shop that makes you buy a lock but will buy it back after you walk your gun to the car! No questions, no hassle just hand you the money. :-)

                          It all depends on the shop.

                          Turners will let it slide if the gun comes with a lock. But if they know guns don't give locks with guns, they make you buy a lock. No receipt from Wally will work. Just ask the buyer if you can give him a lock and you're good to go for most other guns. They'll ask if the lock came with the gun and you give them your answer.

                          Some good gun shops like Ammo Bros will allow receipts. They make a copy of it. If you have a long gun, they'll do the affidavit.

                          Warrior One is really cool with the lock thing.

                          Remember, it doesn't matter if you have a safe or not for your handgun(maybe long gun too,) you need to transport a locked gun to and fro your car so they they will make sure you have a lock. Putting it on is another story.

                            The receipt is only required to fulfill Ca requirements. A safe affidavit could be used instead. A lock, with or without a receipt, is required to satisfy Federal requirements. It is that simple yet, it is a hard concept for many to grasp.

                              So in the case that a lock has been provided to you, lets say its the original, there would be no reciept. Is a receipt ABSOLUTELY REQUIRED by Ca law then? Meaning an original lock to the firearm won't satisfy Ca law then because of no proof of purchase date.

                              I understand Fed law wants you to have a lock with the gun regardless.

                              And Ca law wants you to have a lock with a reciept from 30 days or less. (only question here is if an original lock WITHOUT a reciept would work).

                                I did this with a transfer at AMERICAN SHOOTING CENTER. They LITERALLY LAUGHED IN MY FACE, made rude comments, and basically told me I could leave if I didn't like it. I was so pissed that I refused to buy a lock from them. Wasted the gas and time to go to Walmart to buy a new lock, just so I wouldn't give them a cent. One of the many reasons I will not give ASC my money.
