Single action exemption requires a 3" minimum barrel and 7.5" OAL. Smith's are pretty easy to render single action from what I understand.

        otoh... I would love a 2" Rhino...

if you're looking for a rostered 627 your time is running a little short (those on the roster are falling off starting 8/14). These are the S&W 627's currently rostered:

          627-5 (Matte Silver) SKU 170133 / Stainless Steel Revolver 2.625" .357 Magnum 8/17/2014
          627-5 SKU 163357 / Stainless Steel Revolver 4 1/8" .357 Magnum 9/3/2014
          627-5 Pro Series SKU 178014 / Stainless Steel Revolver 4 1/8" .357 Magnum 9/3/2014
          27-9 (Blue) SKU 150339 / Steel Revolver 4" .357 Magnum 9/3/2014
          27-9 (Nickel) SKU 150340 / Steel Revolver 4" .357 Magnum 10/28/2014

Give solar tactical in Livermore a call. Not sure if they do for that specific model, but they do sae for other models.

The Ruger GP series of revolvers is current on the CA roster and not subject to Ruger's recent decision to let many models of their handguns fall off the roster. I've seen blued and stainless models of every available barrel length and configuration in many stores across the state.

while this may be true for now, they are quiet content with giving CADOJ the big middle finger in regards to the the BS roster that is currently effect. As of 2/23/14 the following Ruger's chambered in .357 are available for DROS w/o any SAE shenanigans:
                KSP-341X (Satin Stnls) 05771 / Stainless Steel Revolver 4.20" .357 Mag 4/11/2014

Can't help with a shop in NorCal, but since I saw a question as to which shop in SoCal can do it, I'll chime in.

American Gun Works in Glendale does the Single Action conversion but on S&W only.

                  Hope this helps.
