    The Santa Clara SO's require you pass a (pretty darn easy) range qualification and if you have more than one firearm on the permit, you have to qualify with all of them. Seven could take a while.

    At that time you didn't even have to attend a CCW class, just submitted your app, had an interview and they mailed the CCW permit.

    Now days we have to take a 10 hour class and qualify (easy) with any pistol, doesnt have to be one on the CCW, and then take a refresher course every two years.
