      ^ Which is why I guess the CZ-75B is considered a SA/DA and the 75BD is a DA/SA. It would be impossible to shoot it DA if you can't lower the hammer safely on a chambered round.

      The one semi-auto that comes to mind is the HK USP that has a decocker and manual safety that allows you to decock into DA mode or carry it cocked and locked in SA mode.

As a result the person said he never uses the decocking mechanism because they are mechanical and do fail. So, what do you guys think is the more safe way? Also, can any one explain to me how a decocker actually works.

        So far as I know, yes. The USP is the only modern (designed in the last 20 years?) handgun that has a decocker and manual safety that operate independent of each other . So you can carry decocked with the safety off, cocked and locked, and decocked AND locked for the extra paranoid (as opposed to the Beretta 92F, where the gun always decocks when activating the safety).

        Wait. No, now that I think about it, the Mk.23, which the USP is based on, also has the safety and decocker operate independently (although the Mk.23's controls are separate, while the USP's are on the same lever). I assume that the HK45 and the P30S also let you operate the safety and decocker independently.
