    ATF 4473 = handgun, long gun or other
    CA DROS = handgun or long gun

    A receiver is not a handgun or a long gun, it is a other and should be entered into the FFL's bound book as such.

    DROS is done at time of transfer.
    Since DROS does not have an option for other, it must be done as either a handgun or a long gun.
    Because there are no receivers on the Roster of Handguns Certified for Sale, a receiver is DROS'd as a long gun, unless an exemption is used which allows it to be DROS'd as a handgun.

            IF they are exempt; there is no hassle.

            Walk in, show ID, DROS as handgun, Fill out 4473 as Other, come back 10 days and pick up your lower to build a pistol.
            Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
