I posted this in the gunsmithing section, but no takers. I figure someone on here could help. Basically I am wondering if I should spend 4 bucks and change on a trigger, or upgrade it and spend 40 plus. And if anyone else has broken thier trigger on an LCP. Thanks.

From what I've read that is a common problem with the LCP. If it were me I would up grade the trigger to the aluminum one.
I'm not sure if this is the same one you're looking at but here's the link anyways http://rtktriggers.com/Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
