You will need both your 03 C&R FFL and COE if you wish to purchase long guns without having to do an 01-FFL transfer after 01-Jan-2014

Having both makes you exempt the 10-day wait. However, some 01-FFL do not know this.

Having both makes you exempt from the 1 in 30 day hand gun rule for ALL hand guns. However, some 01-FFL do not know this either.

You can drive to Reno, purchase a C&R long-gun if you have both. You are required to register the TRANSACTION within a certain number of days after driving across the border.

You still must do ALL handgun transfers through an 01-FFL. There appears to be NO exemptions for C&R handguns.

I am still trying to figure out all this nonsense about the 'safe' handgun act. It really looks like those politicians really really really want to ban all handguns here in the state of California.

All of it ... sucks .... big time!!!

Thanks guys!!! 03 submitted today and COE will go out in a month or so as the woman at ATF (who was surprisingly helpful on the phone regarding the form) told me they were 60-90 days out on apps. Appreciate all the help!!!
