Are handguns with built in key locks exempt from law about having to show purchase of a recent purchase of a lock when taking home a purchase?

No they aren'tYes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

As of January 1, 2002, no firearm may be sold, transferred, or manufactured within California unless that firearm is accompanied by a DOJ-approved firearms safety device (California Penal Code section 23620, et seq).
