    Handgun flowchart and AR pistol

    i have a 22 LR upper with a 16" barrel. i was wondering about installing it on my AR pistol. So reading the flowchart http://www.calguns.net/caawid/hgflowchart.pdf

    1st question on the chart, is the barrel greater than 16".
    does that mean 16" and greater(included 16"), or just greater than 16" (meaning 16 1/4" etc)?

    and then on the right side it has CA def. of a handgun
    saying capable of being concealed (yada yada) barrel less than 16"....or a device with a 16" or more designed to be interchanged with a barrel less than 16".

    so, now that im confused, is it legal to install on my pistol lower? or does being a 22LR make it fall into some other group of laws that dont apply to 22LR

    You can install any length barrel you want, you just can't have a shoulder stock.
    Once you you put a stock on , it becomes a rifle and the 16" min. barrel length comes into play. While ATF has stated you can switch from pistol to rifle and back, CAL DOJ doesn't say whether it's allowed or not. If anything 22lr laws are less restrictive than centerfire when it comes to rifles. Pistol laws are the same regardless of caliber.

      I'm on my phone so I don't have the links to give you but this is one of those items that the flow chart is not quite right on.

      In California a handgun has many defined characteristics. One of them is a barrel of LESS than 16 inches.

      If you put a 16" or greater upper on a pistol lower I do believe you will trigger NFA rules.
      Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

        (a) (1) As used in this title, the terms “pistol,” “revolver,” and “firearm capable of being concealed upon the person” shall apply to and include any device designed to be used as a weapon, from which is expelled a projectile by the force of any explosion, or other form of combustion, and that has a barrel less than 16 inches in length. These terms also include any device that has a barrel 16 inches or more in length which is designed to be interchanged with a barrel less than 16 inches in length.

        The barrel interchangeability seems to allows AR, TC contenders, etc. to have a barrel length of 16"+ and still meet the definition of a pistol.
        I believe it had been amended since 2005.
