30 day limit

So the 1 handgun per 30 day restriction (bloody asinine) thing... When does the clock start on that? At the time one pays for the firearm, or the time one receives it?

Reason being that I purchased a firearm a few days ago, currently in jail until 6/6/13. Today, I finally found an out of state dealer with another firearm that I've been looking for to bring in for SSE.

When can I do the transfer between FFL's and have the CA FFL do the SSE stuff?

I think it starts once DROS'd! You can buy the out of state gun and have it shipped to the calif dealer! Then wait the 30 days to DROS'd! Also you can do layaway and have it drosed after!

Technically you could submit #2 on 6/27 (as May has 31 days). If #1 was submitted at 3:00pm, then #2 can't be submitted until after 3:00pm on 6/27. 6/28 would be a safer date, just to make sure times don't get crossed and you don't get charged a second DROS fee because the first one was submitted 5 minutes early.

I believe you have to wait 30 days from time of DROS on new handguns no matter which FFL you DROS'd the gun last. I have 3 sitting at my FFL right now and will have them all home by August. If this were another state they'd be all home by now.

They will most likely do it on the 31st day to be safe. The 1st day counts the day the DROS starts
