    AR Pistol Question

I have a guy from out of state that wants to sell me everything except the lower from his AR pistol. I talked to my local gun shop about registering it with a new lower, and they are not sure how to do it. They said the AR pistols they have sold have been registered from the factory as a pistol, and the lowers are actually stamped as such. Anyone know if it's possible to build a pistol and register it here in California?

Easiest way to do this is to get an 80% lower and mill it out yourself. Then put all of your pistol components on it and you're done. You don't need to register it at that point. Just make sure you have the completed lower before you "possess" the short pistol upper, otherwise you could be in trouble for constructive possession of an SBR.

^^^ this. Pay attention to his second comment.
Make sure when the build is complete you put in your single shot sled... Before conversion into semi.

          Did he say why?
          Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

He is using it to build another AR because he does not use the pistol. He was not aware of California laws being from another state, so selling me the upper and other components seemed like no big deal to him.

              That's understandable.

Thing is it would be easier for you to buy it as a completed pistol and have your friend buy a new lower.

You see all that is needed to exempt this from the roster is a magazine lock and a zero roundmmagazine.

For you to use the parts to build a pistol you have a lot of work.

For your friend to build a new pistol all he has to do is go down to his LGS and buy a new 100% lower and build a new pistol.

Talk to him again and see if he'll sell you the whole thing.
