I am gifting a handgun to my daughter. I noticed on the California DOJ form for this that there is a place for her Handgun Safety Certificate (HSC) number. Question: Does she need this card for me to gift a handgun to her? In all the discussions I have had with folks, nobody has mentioned this... Thanks.

Yes she does. And, she has to be 18 to get one.Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
