    I understand that FFL are independent shops and can set their guidelines within reason regarding what they will accept for proof.
    However, if one is following the written guidelines set by the DOJ , and the customer is paying the DROS, even if it gets kicked back for some reason, they only person out money is the buyer; So, it would seem reasonable that shops would simply take all items of proof within the written guideline.

        incorrect, the state does not see the second proof of residence untill an audit is done of the shops records.

        The only things that get sent to the state are make/model/serial number of handgun or number of long arms. And basically all the info on your drivers license including a current address.

        When the state audits the dealer, if everything is not up to their standards, or i should say liking then the dealer faces fines and other penalties.

            You usually just have to bring two separate proofs of residency.. A CDL plus any bill with an address that matches your DL.

                  I USED MY CDL as P.O.R. - The fishing license was used as a second state issued form of ID.....Same as a hunting license.....I don't see how it's FUD, since I experienced it firsthand a week ago.

A current, government-issued (city, county, special district, state, or federal) license, permit, or registration, other than a California Driver License or California Identification Card, that has a specified expiration date or period of validity. The license, permit, or registration must bear the individual's name and either of the following:
                  A. The individual's current residential address as declared on the Dealer's Record of Sale (DROS) form.
                  B. The individual's address as it appears on his or her California Driver License or California Identification Card, or change of address attachment thereto.

                    A hunting license or a fishing license ARE NOT government issued. Those are issued by clerks behind the counter in sporting goods stores. NOT the government.

                      As I stated earlier...I used my CDL as P.O.R........when they asked for a second one, I did not have my passport with me so they named other forms- a hunting or fishing license as possible options. I used it, and they took it. So if they do not know what they are doing- they should be out of business by now...but they are not.


                      Clerks behind the counter at WalMart do not issue you a DFG fishing license. The DFG (a branch of the state beauracracy) does. WalMart and the other sporting goods stores are "agents of the state"; therefore, they are issued by the state. WalMart and sporting goods stores employees do not grant you permission to fish in state parks and such...only the state does that. If you look on the fishing licenses, they say "CA DFG Resident Sport Fishing License"....Not WalMart or BIG 5 fishing license. My FFL told me that you must use the annual fishing licenses- because the one day variety can be purchased by non-residents.

                          True.....passports don't have addresses on them....I checked mine real quick- I thought they did !!

                              Because you could move during the decade that its valid and its just proof that you are a citizen of the U.S.

                              They dont need to know where you live in the U.S. just that you belong here.

                                Examples of documents that are NOT acceptable proof of residency:

                                1. Hunting or fishing license (these documents are not issued by the government).
                                2. Cellular phone bill.
                                So fishing and hunting licenses are out, if it was not previously known.
