Every time I find a gun I like that's not a Cali model from a shop out-of-state, they always decline to sell to me because I'm in California, even when I tell 'em they can ship it to another FFL who will do a SSE. They all say the same thing, that it's either illegal or that they don't want to invite trouble. And this is from reputable shops who come highly recommended.

That's California's grand scheme, to make it difficult for Californians to get their hands on firearms. Your best bet is to find a CA friendly out of state FFL or a middleman. No, that's the point. These shops won't even ship to a "middleman" FFL that is NOT in CA. As soon as you say "California," they freak. For example, a shop in Mississippi has a gun I want. They won't even ship it to a shop in Oregon for an SSE if they know it will eventually find its way to California.That's California's grand scheme, to make it difficult for Californians to get their hands on firearms. Don't tell them anything.
Call Ryan and tell him what you want, where it's at, pay HIM so HE can order it, do the SSE and ship it to your LGS for transfer.Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
