    Is a Remington XP-100 technically a handgun?

    I am inheriting a Custom Remington XP-100 bolt action pistol. It will be shipped here from Florida, do you think CA will consider this a handgun and make me fill out the Intra-Familial Handgun Transaction Form? Can this just be shipped via Fed-Ex/UPS?

    Remington manufactured them as handguns, so they are considered handguns by both the Feds and California.

    If the gun is coming from the estate of your deceased grandparent or parent then it can be UPS'd or FedEx'd right to you via either of those carriers' overnight services.

    You need to have a Handgun Safety Certificate first, then submit the Intra-Familial form.

      I have an XP - a 1995 custom shop job - and yes, definitely a handgun. Want to give us any info on that interesting looking gun?

        It doesn't appear to be on the "safe" handgun roster. Does this matter for an interstate intra-familial transfer?

          Intra-familial transfers are exempt from the "safe" handgun roster.

          It can get tricky if the gun is coming from out of state and the parent/grandparent/child grandchild giving you the handgun is still alive. This is because such a transfer still has to go through a California FFL to comply with Federal law and most California FFL's are unaware of how to process these kinds of transfers as exempt from the roster.

          If the gun is coming from out of state from the estate of a deceased parent/grandparent/child/grandchild then it can be shipped directly to the new owner, so you don't need to worry about finding a California FFL who knows about the exemption.

          But the Remington XP-100 is exempt from the roster anyway since it is a single shot pistol that meets the minimum length requirements.

            How is it supposed to be processed? My father overseas has a collection and he'd be willing to part with some handguns in his collection such as WWII era P-08, P-38 and a High Power among few things. There are a couple of modern handguns, not all are 50 years or older. I know I have to get an ATF import license for each handgun. The FFL I normally work with seems to think I am out of luck bringing them directly to California because they're not on the roster. If you can point me in the right direction it would be greatly appreciated. Thanks.

              Here is a thread that talks about how your local FFL would process the modern (non-C&R) handguns to get the roster exemption once they got into California. Pay particular attention to the posts by "lunde"...



              Calguner "gose" who posted in that thread has some experience importing handguns from out of the country. You could search his posts to find out more details about that process.

                  Dfletcher: The gun is a 308 believe it or not. Custom made McMillan stock with custom paint, custom free floating chromed barrel & muzzle break, custom 2 oz trigger. It is a pretty crazy gun.

                    XP-100's a single shot pistol anyway, so it doesn't matter if it's not on the "Not Unsafe" handgun list.

                              My stepfather was a precision benchrest shooting fanatic. He shot mostly paper with those XP's. Many, many one hole groups. One of those guns is a 308, another is a 6mm BR, and the other can be switched from 6mm BR to 7mm BR.
