Let's not make this more complicated than it is.
Seriously, any FFL that had an issue about accepting a Glock 17 frame, installing (9 seconds) a top end on it to make it a complete Glock pistol and then shipping or DROSing it as a GLOCK 17 pistol is an over-reacting drama queen. This isn't complicated folks.
I've had other Cal Guns members here in Southern California do this as well. All it takes is an FFL that can think. There is nothing shady about it. The FFL is not manufacturing a GLOCK 17 pistol; the serial number on the frame is a GLOCK 17 serial number and it really doesn't matter about the top end numbers. The proper DROS paperwork is done, nobody is doing anything wrong.
