As many have said before, how the gun is going to be used is the issue.
I have a few pistols where I only have one magazine, but that only happens where I buy some sort of "exotic" and spare mags simply are not available. For most "shootable collection" auto pistols I have at least two and try to have 3 unless these are horrendously expensive. As others have also said, mag are "consumption" items and will wear out or break with some regularity. On top of that, the mag market is very unpredictable. Even guns that are reasonably popular, the CZ-75 for example, go through periods where you can't find a replacement magazine for love or money.
If he is going to shoot the 1903 at all, he needs to have at least two magazines. Like all mechanical things, magazines will tend to break when it is least convenient. Nothing is more frustrating than going to the range with one gun and having it become non-usable, especially if it is something that could have be rectified if you had reasonably prepared. My experience with the 1903 is fairly limited since I don't own one, but when I've had the chance I've enjoyed shooting them and would probably take it to the range rather regularly if I did own one.
