    How about a real fence made of cinder blocks? That way you won't ever have to worry about the dog busting through.

              OK.
              I'd say it's time to call animal control.
              Once it does that much damage and the owner is sitting on his hands drinking beer you have your answer.
              Is this guy a renter?
              Call the Landlord. Explain the situation and remind him of his civil liability for allowing his tenant to present a clear and immediate threat to the entire neighborhood.
              If he is the owner send a registered letter to him explaining very politely that his dog presents a health hazard to you and yours.
              Keep a copy of it and maybe get multiple neighbors to co-sign.
              Inform him if the animal hurts you or your family you intend to seek remedy in court in other words, your gonna take his house.
              I'd forget peppers and nails, they won't do anything but irritate the dog and the neighbor could use it against you in court by saying YOU antagonized his dog.
              Keep filming.
              Get animal control right now.
              Film some more.
              And take his arse to court and make him build a fence the animal can't defeat.

              This kind of thing sucks.
              Am Staffs are good dog if they have good owners.
              One problem is they are terriers.
              Terriers require a great deal of positive mental and physical stimulation and a lot of careful socialization from puppy up.
              Also as was mentioned about Labs, the puppy mill aspect creates psycho dogs that cannot be properly socialized.
              I have two family members who have Pits that are poorly socialized and to me they are ticking bombs.
              Unfortunately the average pit owner is that meathead tweaker or wannabe banger who shouldn't be allowed to have goldfish much less a dog that is a energetic as an Am Staff.

              You need animal control involved right now.
              This clown is the reason Pits and Rotts get such a bad rap now.
              His action sound to me like he is a bit of a Sociopath too.
              This guy needs a lesson.
              Let the man take over and give him the attention he needs.

                  Well, at least it sounds like you might be getting near the end of your "problem". Definitely contact the proper authorities ASAP. Maybe even let the dog get into your yard while filming. Give the owner one more warning and remind him of the legal ramifications. This dog might be legally put to sleep before the week is over....

                  Oh, and don't pay a dime for the fence. I was about to suggest buying a cheap bark collar to give to the dog as a present (through the owner of course). Not anymore unless that fence is super nice, dog is still alive, and the barking continues. But definitely get that dog labeled as a "noise nuisance" quick too.

                    Make's no sense. You have to get a HSC, proving that you know what you're doing and can handle a handgun safely, to buy a handgun. But you just simply put some cash down and walk off with a dog, without any further training or questions whether you have the brains or not own and take care of a dog.

                    People who get multiple valid complaints for their pets should have their pets confiscated until they complete a safety course or something.

                      As much as I would like to agree with you, that's just another item our state will impose with no enforcement. Dogs are great, I love them and I know for a fact what is required to keep one. 98% of the time it's not the dog that's a problem, in fact the dog should never be a problem. It's always the owner.

                        Should the bad neighbor run at you barking, I'd not recommend any hollow points at this point. Maybe some bear spray, but not a firearm. I'm sure a few swift kicks to his zipper and a large civil suite will quiet him down fast.

                            If they are a renter: Send a letter to the owner saying that the dog is a public threat and that if it continues to stay the property insurance company will be notified of the animal resulting in a cancellation of policy or increase in bill.

                            If they are the owner... You can send them a nice letter saying their prop insurance co will be notified of the dog.

                            If your neighbor has no insurance to lose they must own the house outright as banks like thier assets insured.
