Good luck with all you have going on in your life.

I hope your family can get your dad the help he needs.
    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

not always its a " wobbler " dont be fooled it you can still be charged with a felony , its not worth the risk....

OP Cali didn't always req DROS for transfer pvt sales so there are many many many older handguns out there with no record to the current owner ....

Good...expect a receipt for the registration to arrive in the mail. Heard about 90 days but who knows?

Good luck with your Dad...sorry for the Drama..

Get a lockable briefcase over at Staples (about $27 bucks) these have combo locks and this case should be the case you carry the Model 19 in.

Is it considered a misdemeanor if its loaded?

I have asked cops firearms questions and the answer is always the same. If they don't know the answer, they'll arrest me and figure it out later. No thanks!

It's two separate misdemeanors, but as Jeepers pointed out they are "wobblers," which means they can be charged as two separate felonies.

The felony charge is usually an add-on to something more serious, but this is something you don't ever want to test.

What year did handgun registration begin ?

There are many handguns that are legally owned and not registered. There is no law requiring you to register any handgun you owned before handgun registration began.
Since the Gold Rush in 1850, people have been moving to California with handguns. So, which year did it become a requirement to register handguns that people bring as personal property with moving into California?

Personal handgun imports started being registered somewhere around 1996-98.

I found this back in a 2010 thread:

                          "handgun registration" time line...
08-07-1924. DROS went into effect for handgun sales.
01-01-1991. All firearm transfers must be done through a CA FFL dealer.
01-01-1994. Intra-familial tranfers of handguns must be registered.
01-01-1998. All new residents to CA must register all handguns they bring with them to CA.
01-01-1998. All DROS info submitted electronically to CA DOJ BOF.

What exactly in the relationship between registered owner and person in possession.
Example 1: person buys a handgun last year, registered in name of husband. Can he send wife to shooting class with that handgun? or is wife in possession of husband's handgun when husband is not present a crime?
Example 2: person moves to California in 1950 with a handgun, prior to handgun registration, and therefore is not registered. Can he send wife to shooting class with that handgun?
Does "registration" mean that only that person may be in possession?
