    The manufacturer/importer still has to get the other color variants listed and pay a fee to do so (what CA really wants).

    Not all manufacturers/importers are willing to pay for every variation.

    Some manufacturers use this method to get new variations of listed pistols on to the approved list.

    Example...
    Glock has used this method [PC 32030] to have certain pistols (SF & RTF2 series) listed.
    Glock tried to use this method to get the Gen4 series listed, but was denied because the Gen4 series internal components are different than those of the earlier generations.
    Since, the Gen4 Glocks are considered different than the previous generations and they now require a chamber load indicator & magazine disconnect mechanism in order to get listed.




    Penal Code 32030
    (a) A firearm shall be deemed to satisfy the requirements of subdivision (a) of Section 32015 if another firearm made by the same manufacturer is already listed and the unlisted firearm differs from the listed firearm only in one or more of the following features:
    (1) Finish, including, but not limited to, bluing, chrome-plating, oiling, or engraving.
    (2) The material from which the grips are made.
    (3) The shape or texture of the grips, so long as the difference in grip shape or texture does not in any way alter the dimensions, material, linkage, or functioning of the magazine well, the barrel, the chamber, or any of the components of the firing mechanism of the firearm.
    (4) Any other purely cosmetic feature that does not in any way alter the dimensions, material, linkage, or functioning of the magazine well, the barrel, the chamber, or any of the components of the firing mechanism of the firearm.
    (b) Any manufacturer seeking to have a firearm listed under this section shall provide to the Department of Justice all of the following:
    (1) The model designation of the listed firearm.
    (2) The model designation of each firearm that the manufacturer seeks to have listed under this section.
    (3) A statement, under oath, that each unlisted firearm for which listing is sought differs from the listed firearm only in one or more of the ways identified in subdivision (a) and is in all other respects identical to the listed firearm.
    (c) The department may, in its discretion and at any time, require a manufacturer to provide to the department any model for which listing is sought under this section, to determine whether the model complies with the requirements of this section.

      They have to fork over 3 units of each "model" as well don't they? I don't think the state cares about the money, it's not much, wouldn't pay the salaries of a couple of guys who clean BART cars (75k per year plus benefits).
      Not about safety either, obviously. It's all about gun control, limiting what's out there, and keeping the prices inflated, which also limits how many are out there.

        No in this situation they dont have to provide test units as they are using the testing data from the all black pistol and applying it to the OD green framed model. It is literally making them pay for nothing aside from adding the model to a spreadsheet somewhere.

        They seem to list the most popular combinations and forget about the ones that are serving more of a niche market.

          Probably because it is already such a PITA for gun manufacturers to do business inside of Kommiefornia that they just decide to put the basics out there, rather than fork over cash to get something listed that is only for a niche crowd. If I were running a gun company I would probably only pay for a basic black on black model of my guns to be on the roster. Seems pointless to pay over and over to list color variants of what is mechanically the same exact gun.

          Not to mention when they have to pay the fees to renew their gun being on the list they would have to repay for every color variant they wished to keep on the roster. Do you see how that could get a little out of hand to keep an OD green frame model on the market for the few people that would buy it, especially when the majority will just buy the black frame model anyway since they can't have the OD model?

            Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
