if it has never had a shoulder stock, how can it be a rifle? If it was never a rifle, how would it be a short-barreled rifle?

it does seem to get confusing

lets just throw in the thompson center contender for an example

if it starts as pistol its a pistol but if it has a long enough barrel to become 26 inches oal then it may b e confused for an "other" firearm then if you add the buttstock it becomes a rifle

but say the person transfered it as a rifle does it mean it can never become a pistol again?

adding a 16 inch barrel to the ar lower may bring it to 26" oal making it an other

the california dros system is not set up to handle the rarely (until recently) used "other" and basically allowed the dealer to make the dermination what the intent of the "other" was like a buttstockless shotgun "other" was a "long gun" a bare frame 1911 was a "pistol"

there are inconvenient "others" the powers that be do not like and are difficult to acquire which has brought the "build party" into existence
