      Pretty sure if Joe from RI gave them to his sister in CA he just unlawfully transferred a handgun.

      So far as I'm aware, CA only has an intrafamilial transfer exemption for going up or down the family tree - not side to side.

      It's neither here nor there, but even if it was an intrafamilial transfer it would still need to be processed by an FFL because of the different states of residency.

            There's a difference between
            - it is not possible to reliably check the ownership of a gun, so that doesn't happen
            and
            - one can legally sell some gun without regard to ownership.

              Those are exempt from the roster as well.

                So, in conclusion, in order for me to buy a new non roster handgun in Calif, it has to be made into an exempt configuration (single-shot). I then convert it back into original configuration. (you say it costs HOW MUCH???) And when I present it for examination by the SO so I can put it on my carry license, I am arrested for buying and possessing an illegal pistol in Calif. Is that how it works? Folks, I'm not trying to be rude or obnoxious, I just want to buy a NIB CZ-83 cal.380 in satin-nickel finish. And from what I'm reading here, that ain't happenin'...at least not while I'm a resident of this state of Kalifornia.... Going to try my luck in the WTB section....and I'm not holding my breath....Meantime, I'll keep packing that 'ol Makarov I've been totin' and shootin' for 20 yrs...(yeah, I need some updating...) Thx all for the replys!! And remember, when someone refers to the DOJ as the Dept of Jackassery, you heard it here first!

                    Thx zfields, read the wrong SSE section, saw some exorbitant prices... Thx for the pointer! Will contact some of those shops and see what the possibilities are. Still, it's a bunch of BS to go thru just to buy a pistol that fits you...Thx again....and the Makarov thanks you..."hot damn, I can retire to the glove box..."!!

                          Actually, used guns can be submitted for roster approval, it just doesn't happen that often. An example is the two importers that submitted the Sig Sauer P6 for approval. there are others, but not many...........
