If S&W made new gun identicle to the Governor and called it the Terminator but only listed it as being chambered for the .45LC then it might be ok.Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

I own a Raging Bull in .454 Casull and it won't chamber a 2 1/4" .410 shotgun shell...not even close. Diameter is right but the cylinder bore depth isn't, only chambers about 2/3 of the way.
