why do Glock 34/35 have cutouts on top of slide?

I called Glock after I got my G35 with the same question a couple of years ago. The reply was "weight reduction". I was also told that the G35 slide will do fine on my G22 if "need be", since the weight is similar, though not identical. (G22 and G35 can exchange parts if needed).

I haven't tried swapping either---and I don't necessarily believe everything that Glock customer service says. However that is what the gent told me. I know the internals are the same.
Maybe one of these days when I get more adventurous, but I suspect it requires the "slide assembly" swap on the frame.

As has been said, it's for timing the action. With the same cartridge, a slide of given mass will recoil at X velocity. If you make it heavier, it's slide velocity will be reduced accordingly.
I'd imagine that the slide velocity is chosen carefully for optimum reliability and longevity, so lightening the slide of the G34/35 models brings it down to G17 like speeds and allows the use of standard recoil springs (another part of the tuning equation) AND allows it to fire lighter loads that wouldn't fully cycle a heavier slide - a boon to a competition/game gun.
