PRKarms has a really cool program.

Gun owners have donated some California approved locks. They provide one of these donated locks for free with every purchase.

If after leaving the store, you feel compelled to donate a lock to the donation bin at the front door, your donation will be very much appreciated....

The best thing is, there is no lying, cheating, fabricated receipts, are breakage of the law.

Buy one at Walmart first then take it back? That will probably cost you $6 in gas and more including the time and hassle.

As a FFL I let buyers donate back to me locks they are not using. I grab one of those and INCLUDE it on the receipt so it is dated within the 30 day time frame. If the buyer has a lock and brings it when they come to do the DROS they can give it to me and i will then add it to the receipt as INCLUDED and that will take care of it. If the buyer does NOT have a safe then he must buy a lock if one is not included and he didn't bring one in. I use to have a 5 gallon bucket of CA approved locks but that is now dwindling to a few remianing.

What's funny to me is this notion by some that the FFLs are using the law to rape them into buying a $6 lock.... as if the FFL couldn't have raised his gun price $6 were no lock required.

I could see if the only lock available was $20+, but come on guys. Profit margins for FFLs is pretty good; no one is trying to squeeze you for an extra $6.

Agreed. They're going with prices that are fairly close to Wal-Mart prices.

However, so long as they follow the legal method and allow knowledgeable customers to not pay by providing a lock of their own (within the confines of the wording of the law), then I'm rather impressed by the store.

Any store that follows the law, and chooses not to exploit a a transfer customer is awesome.

FYI, its not the actual 6$ that had me irritated, it's the lack of knowledge (or lack thereof) of the law. I could care less about a measly 6$ as it would cost me more to go to walmart. I'm just sick of the shops screwing their customers (who keep them in business) and saying that they have to charge this because the law blah blah blah.
It's also my fault for not fully knowing the law, as I thought something had recently changed since my last firearm purchase where there was no mention of the lock.
            That's all.

I am going to pick up a gun from a FFL where I did a PPT.
The dealer told me that I can sell an existing cable lock I already own to a friend, then buy it back from them. All I need to do is write up a simple hand-written receipt with the friend's signature, acknowledging the sale. As long as the sale is within the thirty-day window, it's legal.

              Does this sound right?

I was at Bullseye last weekend with my lock, receipt and safe affidavit (I was buying a long gun). They insisted that they had to sell me a lock.

I simply chalk it up to the FFL's trying to squeeze a little more profit out of their PPTs.

The money is not the issue, the false statements are. If the FFL charges $1 based on a false claim of what the law is, it is still wrong.

                      According to the DOJ FAQ:

Effective January 1, 2002, no firearm may be sold in California unless:
It is sold with a DOJ-approved safety device listed on the RSD; or
The purchaser can prove purchase of an approved device within 30 days prior to taking delivery of the firearm, or
The purchaser can prove that he/she owns a gun safe.

                      (PC section 12087, et seq.)

So what "proof" do we need to provide that we own a safe? A photo?

What is the whole "within 30 days" thing about? Do they spoil? Why can't you just bring a lock, I have about 6 of them lying around. I like the donation idea, I'm going to bring mine in since they are basic.y worthless junk anyway.

then there is the BATFE that requires a gun lock be with every handgun sale

most ffls want to do both requirements with one lock when a safe should be fine for california and any random cable lock would suffice for the federalis

This is what I am thinking. You could have your friend sell you a lock and give you a receipt.
