2 guns ppt but ffl wont release?

Purchased 2 guns from out of state...his ffl to mine. My ffl says I have to wait a month to get the second gun released. I thought since it was private party we didn't have to wait... Is he right?

    Thanks!

Yes he is. You can only do a PPT between CA residents.
    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

I want to say since this is not technically a ppt, meaning you not meeting face to face, therefore the 30 day rule will apply.

Rare case of the FFL being correct.

An out of state transfer is not a PPT, even though you bought it from a private party.
The gun was transferred into your FFL's inventory when it arrived, and was logged out and into a "sold - on 10 day hold" status when you initiated DROS.
        Roster applies and 1-in-30 applies.

The distinction between an FFL transfer and a private party PPT sale is:

        FFL transfer, as stated above:
The gun was transferred into your FFL's inventory when it arrived, and was logged out and into a "sold - on 10 day hold" status when you initiated DROS.

Private party PPT (face to face):
Gun is directly transferred from seller to buyer. The gun is not in the FFL's possession prior to DROS. Gun is immediately logged in as "sold - on 10 day hold"

That is, provided these are handguns. Are they?

Yes, he's right. It's not technically a PPT when it's shipped from one FFL to another -- a PPT requires a face-to-face transaction. I'm assuming these are pistols.
