    Noob "safe" roster question

last week i had my expensive mt. bike stolen from in fornt of my apartment while i was at work. and by the way it looks it seems that the perp was waiting for my girlfriend to leave the house to take her kids to school to make their move. when she came home less than an hour later she discovered that it was stolen.

now she is a little more afraid and a little paranoid to say the least, to add to this we had just moved there and we live literally 4 blocks away from the San Ysidro port of entry, the area we live in is nice but the surrounding areas are quite shady.

she knows hoow to handle my beretta 92fs (ive taught her well ) she is 5'4" and needless to say its a little big for her. so she told me she wants a sigp290, but its not on the approved list.

ive done some research here on the cgf forums regarding the approved list and single shotting guns, yet im still confused on the topic. im looking for you guys to set me straight, and sorry for the long story.

-what is the purpose of the roster?

-can i get an off roster gun suck as the sigp290? and if so do what hoops do i need to jump through?

-can i get a laymens explanation of the single shot rule?

    thanks guys for the help!!

The roster is to limit what dealers may sell to everyday Joe.

Yes you can get off roster guns such as the Sig P290. No hoops to jump through. You just need to find a dealer that is willing to do the SSE conversion for you.

In the law it says that if a pistol meets certain dimensions and can only hold one round it is a Single Shot Pistol and is roster exempt. Meaning it may be sold to everyday Joe.
    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

The purpose of the CA DOJ approved list for handgun sales is to limit the type of handguns available for sale to the public.

Off roster handguns can legally be obtain and require additional steps, which equates to paying more money.

There is a single-shot pistol exemption to the approved list.
People are using that exemption to legally get off rostered handguns, by having the handgun they want modified into a dimensionally compliant single-shot pistol. After they DROs/4473 + 10 day wait, they can legally modify the handgun back to it's original form (as long as it does not make it into a prohibited {AW/NFA} firearm).

That will depend on many things.

Who is doing it? What is involved in doing it? How much are the parts to do it? Will other people wan this gun too? Can I (the person converting) spread my cost out over many guns or just this one?

So if a gun is modified to single shot does that mean after a round is fired the slide locks open and must be racked in order to be fired again? Or is the magazine well blocked to only allow the loading of a sinlge into the chamber?

And since the p290 is just a subcompact pistol I don't how it could be considered an AW, I can get an sse mod then go through the 10day DROS then convert it back to a normal functioning semi auto pistol?

Thanks for bearing with me guys, all this info is much appreciated.

The safe handgun roster has nothing to do with AW's. Read the sticky thread about single shot exemptions, it'll answer your questions about it.

Or, there are plenty of good guns on the list other than the Sig P290 (that statement is NOT intended to imply that I think the roster is OK because it has "enough" guns on it) that your girlfriend could use. Then, you wouldn't have to hassle with conversions, more money spent, etc.

The Roster is intended to establish that the Legislature has the power to define 'good' guns and 'bad' guns. It has nothing to do with safety.

If you go with a single shot conversion to get an off-Roster handgun, remember it is then legal to convert it back to normal functioning when you get it home; it must be in SS condition only at the moment of transfer from the dealer.

After that, it may be transferred in normal condition through PPT - private party transfer, through a dealer.

If you aren't in a rush, I'd suggest just watching the private sales forum here for what you want to come up. I've gotten my hands on all 3 off roster guns I was trying to get, with just some patience.

Remember there are a lot of "SAFE" guns on the roster and a lot of good dealers in San Diego that have them in stock.

Just remember that a good firearm is your right to keep your domicle safe... your bike on the front stoop maybe a good lesson in insurance and not 2A.

                          Just sayin.

the bike was only a contributing factor to get the ball rolling into her looking into her own firearm for HD,

2 nights later someone attempted to come into our home through the front door! we were in bed watching tv when we heard the front door knob being fiddled with and without knocking first. by the time i got to the door (armed of course as it was well past 10pm and obviously werent expecting visitors) they had taken off running.
