Some dealers used to be willing to do this... now not so much due to pressure from "the man" last I heard. Most likely: no.

What if you have 2 FFL's willing to do it, is it illegal?

          Split-PPT.
Last few years, the CA DOJ has been telling CA FFL dealers to stop doing them.
Good luck finding two CA FFL dealers willing to do it.

Depends on your definition of "present"

I have sold guns on consignment, and have never met the buyer

Although the buyer did go to the same shop that had my gun

So, the buyer and seller have to be "present" at the same shop

But not at the same time.

It may be legal which is something I am not sure about

Lie Cyc and Quiet said it's a no go on the Split PPT. I had been telling people yes based on an article on the CalGuns Wiki. I made a post asking if it was still ok to do this and either Bill or Gene responded and said NO. CA DOJ has told people not to do this and we should do the same.
                  Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
