I don't believe that anyone is currently producing an Intratec DC 9 that is transferable in CA. Any pre-ban DC 9s that were in CA should have been registered as Assault Weapons prior to Jan 2000, and IIRC, registered AWs cannot be transfered.

It appears that the handgun in question is listed as "Intratec TEC-9" and is specifically designated as an AW, in any configuration.

Someone with more knowledge than me may be along with more info.

i think the only way to get a Tec9 as a california resident would be to reassembly one from a chopped/destroyed frame. Then you would just have to comply with all the rules similar to making a drako.

You can just buy the Kimmel AP9, which is a copy of the TEC 9 only its actually more reliable. I own 2 of them and you can buy them here, all you have to do is cut the mag release off, so you cant use your finger to remove mags. Also convert to 10rnd mag. I actually know a guy that made some already cut to size so you dont have to cut the original. Its very simple to replace also. PM me and i can give you his username and or info. The AP9 is a very fun gun and dont let anybody discourage you.

Also PRK Firearms in Fresno sells them, of course they will cost more and you probably can save some $$$ buy buying out of state and converting to Cali legal but if you dont want the hassel, just buy from PRK.

FYI, Most will say that the TEC9 is a piece of crap, Ive never owned a TEC9 but from what ive heard, they are right. However, Ive owned and my cousin owned some AP9's and they are awesome lil fun 9mm's. I have one thats never been cleaned and it shoots fine.

My uncle had one and I hated it. It wasn't accurate and was cheaply made. I hope your friend isn't disappointed in his purchase but I'd recommend an ar or ak pistol over an ak anyday. I wish I had of bought a bunch of offroster pistols before moving to slo.

I had one of these way back when so I'll give you my two cents: save your money, this is a cheaply made gun whose main notoriety is showing up in newspaper headlines when some gangbanger does a drive by. Mine was CONSTANTLY jamming, no amount of lube or ammo change could solve the problem, about the only thing it was good for was clubbing someone over the head because it sure as hell wasn't an accurate or reliable gun by any standards, trust me my freind, dont waste your money.
I didn't buy fireworks on the 4th of July, if I want fireworks I'll call my ex-wife.

The people who say save your money are 100% correct. Everyone I ever fired would not go thru a single mag without jamming. Total junk in my opinion.

But can he buy this gun from an out of state person selling through a dealer, or from an out of state dealers used stock?? the mag mods would be done out of state beforehand. Its much easier and cheaper to find them in other states.

I think from the way Im reading the law regarding off the roster gun sales, hes stuck buying the gun private party from someone else who lives in CA but im not sure?? Seems like a ton of people would be buying used Gen 4 Glocks and used XDMs from out of state dealers then instead of waiting for someone who owns one to move to CA and buy it private party from them if this were the case.
In regards to private party transfers...

Private party transfers (PPT) are exempt from the approved list.

However, a PPT is a face-to-face transfer between CA residents facilitated by a CA FFL dealer.

If it's not a PPT, then the handgun needs to be on the approved list or exempt from it.
If the firearm is being shipped, then it is not a PPT.
If one of the parties involved is not a CA resident, then it is not a PPT.

First off he knows that because of the threaded barrel the mag will need to be detached by a tool and that the mag must be blocked down to 10 rounds and both must be done before the gun enters CA.

The Intertec DC-9 is not on the banned list.

It is however banned by features.

You could however convert it to a CA compliant status buy converting it to SS out of state.

Once converted to SS it can then be brought into CA.

Once DROSed it could then be converted to Semi Auto.

Remember to it has to have a magazine lock in Semi Auto mode to stay CA compliant.
                  Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
