Ya, if you're going to do that then the SA Milspec is probably the best/most affordable platform to start from. You aren't going to be buying a gun with a bunch of features that will be replaced.
But the OP doesn't want to spend $1000+... so it's really not fair to post that beautiful custom job and say "Ya, the Milspec is a great gun"... because out of the box, there's nothing wrong with it, it's an upgrade from the GI, but it's nothing special either.
Personally, I'd move up to a lower end Loaded, or if you can find one, the "Range Officer" (has a great blend of GI, Milspec, and Loaded features) to stay under $1000.
Bang for the buck, it's hard to beat the RIA Tactical.
$100 or so for some simple replacement parts can tune it to what you like... but no, it doesn't have the nice finish of an SA.
