    Handgun Purchase Timing Questions

    I will be turning 21 in a couple of weeks and I want to buy my first handgun.

    Let's first assume I will be buying from a brick and mortar gun shop.

    1) Do I need to be 21 at the time of purchasing the gun (starting the DROS and 10-day wait), or do I need to be 21 at the time of taking delivery (after the 10-day wait)?

    2) Can I take the test for the Handgun Safety Certificate immediately before making the purchase (assuming I pass), or do I have to have it completed a certain time before walking into the gun shop?

    Now let's assume I want to buy the gun online.

    3) Do I need to be 21 at the time of ordering the gun online, or at the time I go to the gun shop to start DROS, or at the time I take delivery?

    4) The time it takes the online vendor to ship to the FFL doesn't count towards my 10 days, right?

    Sorry for so many questions- if anyone has any insight that would be great.

    1) Plan on already being 21. The law is that FFLs and others may not transfer handguns to under-21, so end of the 10-day wait on your birthday would work, but you'd have to be lucky.

    2) you can take the HSC exam now - you're over 18.

    3) ?

    4) the 10-days starts when the state gets the DROS info and assigns the transaction a number. If the FFL has enough info, he can start DROS before the gun is actually physically present, I'm told.

      Do I have to be present for the DROS to start, or can I just make my first appearance at the FFL to take delivery? (For online purchases)

        Yes, you need to be present to start the DROS.
        You can take your HSC Test and pay for it at the same time you start the DROS.
        The FFL will need to have you fill out and sign a form and show ID and Proof of residence.

Must be 21 to start the DROS, if you aren't then the Background check will show that you are currently 20, not 21 (makes sense?)

          4) The time it takes the online vendor to ship to the FFL doesn't count towards my 10 days, right? the 10 day wait starts once the the DROS starts so that would be once the FFL recieves it and you fill out the paper work with your 2 proof of residencies.

          Just so there is no issues i'd wait till you are 21 and then start everything. If you need any help or advice let me know bud.

            The legal side of the questions have already been answered, but what's legal and what the gun store will do are two different things.

            For example, the first gun store I went to wouldn't do the HSC test unless I bought a gun from them. And even if I said I was buying from them, they still wouldn't do it until the time of purchase.

            Another store said that they didn't do HSC tests and that I needed to go somewhere else to do it (drive 30 minutes to Turner's Outdoorsman), and then come back and buy from them.

            I would recommend asking these questions to the shop employee because they may have "policies" that are different from the law.

              Don't forget to time the purchase so the 10th day is not a day when the place is closed (like a Sunday or holiday).

              10 days is bad enough.....11 days is just mean.

                Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
