Sorry if I'm beating this into the ground. PRK & Valkyrie the only places that do the "single shot" conversions? Is there a list of FFL's in southern California that will do transfers on "single shot" firearms?

Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
