    Can anyone give me a correct answer?

    I was planning on purchasing a used 3rd generation Glock 17 or 22 frame complete with all internals to turn my AA .22lr kit into a dedicated pistol but looks like it can't be done/transfer here in CA ...so, if that's the case, I might as well wait for the Glock Clone (.22lr ISSC M22) that will shortly be listed on the roster of approved handguns. Good excuse to purchase one.

      Why did you delete the question? I was looking for the answer. Is it legal to transfer just the frame of an On-roster handgun?

        I think the FFL is correct. It seems to me it is because of the hated roster.

              If it's listed on the roster, why can't the frame be dros'd? Prior to the Roster, I had a cracked delta frame and colt sent me a new one. So, today it wouldn't be possible?

                    The problem is that a frame, while legally a firearm, is not a handgun - especially a handgun as tested and put on the Roster.

                    The Roster doesn't apply to repairs, PC 12132:
                    (d)The delivery of a pistol, revolver, or other firearm capable of being concealed upon the person to a person licensed pursuant to Section 12071 for the purposes of the service or repair of that firearm.

                    (e)The return of a pistol, revolver, or other firearm capable of being concealed upon the person by a person licensed pursuant to Section 12071 to its owner where that firearm was initially delivered in the circumstances set forth in subdivisions (a), (d), (f) or (j).
                    (although strictly speaking it requires the delivery to a CA-licensed FFL.

                          It's a frame, not a handgun in CA. However I just bought a G17 frame (only) thru GunBroker, and had to supply a complete upper for the FFL to do the DROS. Wierd, because you can buy an AR lower....

                            51 - That's because an AR lower is DROSed as long gun.
                            Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
