    DROSing a 1911 frame question

OK gang, I need some more help.

I am trying to do a family transfer on a 1911 frame from an out of state parent.

My FFL says it is not legal to dros an offlist frame in CA, and that it must be a complete pistol.

He says that my only option is to do the single shot, 6 inch barrel route...

    Any advice or loop holes?

Find a different FFL that will accept the transfer.

Intra-familytransfer on a frame is ok. A frame is off-list so it must be DROSd in a way that isn't bound by list. LEO or Intra-family. So you're good to go.

Intra-familial transfer on a frame is OK, however the FFL must have a "similar" model pistol (1911) for the safe handling demonstration.

        Find a better FFL.

Keep in mind the Intra Family transfer will only work on a frame if the person giving it to you is your child/parent/grandparent. If it is not one of these people it would be considered a regular transfer and would have to be listed on the roster; which frames are not.
          Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
