    Roster question?

The only modern handguns you can buy or own in California HAVE to be on the doj roster. Except for LEO's, Right???

Because.....I have someone telling me that I can have a friend in another state buy a ca off roster handgun for me and transfer it to me via FFL legally.

    Is this true?

The reason I'm asking is because I'm not an LEO and I want a few guns that are not on the roster.

    Anyway to get them legally?

    One option:
Purchase through a shop that deals with single shot exemptions. If you search on this, you should be able to find some good info on this, as well as shops that do this.

      No. Cannot be done.

Look into single-shot exemption if a shop near you will handle that. Otherwise, you can look for it used on the sale forum here. Sometimes LEO purchased guns turn up. Or make friends with a cop. Or move to a different state for a few months. Not a lot of options.

Your friend lied to you. You can not have a friend buy you an off roster gun and ship to an offline for transfer. Read the single shot exemption thread to learn how the buy off roster pistols.
        Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

Call or Goggle or email PRK Firearms in Fresno, they are on Vendors list also, they will get it for you, just bought Gen. 4 Glock from them last week

Is there a list of FFL's that will work with the single shot exemption? That is what I'm looking for and can't find?

                  Wrong.
You can also obtain one via person to person transfer. This cannot be shipped in, it must be face to face with both the buyer and the seller at the same gun shop at the same time, and both must be California residents.

                  Not exactly true.
Your friend can't do it. Guns coming into the state via normal FFL transfer must also be on the roster.

                  However, there is a way.
A parent, grandparent, or child outside of California can GIVE you an off-roster handgun and it is exempt. Normal FFL fees apply, and make sure that your FFL is aware of the exemption.
But it must be a gift. You cannot purchase it.

Also, it must not violate any other California laws. Taurus Judge is an SBS and illegal for anyone (even LEO) to own in the state.
Any handgun with a threaded barrel and a detachable magazine is an "assault weapon" and illegal to own in the state.

What guns are you interested in?

It's also an assault weapon. CA has made the Taurus judge (and others like it) illegal on multiple fronts.
