I have mostly FTFs (next round goes a bit sideway to the right of the feeding ramp and gets stuck) after first shot when having full magazine + one in the chamber. Also, I'd get FTEs (casing stays completely seated no stove piping) with the same setup, but that's much rarer. It seems mag independent and happens with both old and new mags. The rest of the magazine seems to go without a problem. The ammo I use is Federal from Walmart. Any ideas?

Is the gun new or a gen 4? Federal makes just about the worse ammo you could buy in that it's loaded light and is 115gr. The gen 4's are notoriously unreliable with 115gr light loads like Federal.Chris

It's not the ammo, mags or extractor. The issue only occurs on a full mag, 2nd round. Everything else works. Ten round mags put alot of pressure on the stack until the spring weakens a little. Download one for shooting and leave the mags full until the springs weaken. This does not happen with the standard 15 round magazine.Comment

You're going to have to shoot thousands of rounds before your magazines "weaken" from being full. You're better of taking the empty mag and working the follower back and forth with a screwdriver or something - shove it all the way to the bottom and repeat until you're tired of it. Then repeat with your other mags.
I had the same problem with my XD - the first round off the magazine was incredibly sticky. Also on my current G19 it's very difficult to shove in a full magazine with the slide forward, so you're not alone.
Based on years of forum surfing, many guns have the 10th round problem.
IMO, the CA 'safe' 10-rd mags are really somewhat unsafe. They are much stiffer than a normal capacity magazine originally designed for a gun (in this case a 15-rd mag.) The only way around it is to loosen up the spring or to load one round less if that fails.Comment

Just to rule it out, have you checked to make sure the extractor spring isn't installed backward?
