I realize that an out of state transfer of a rostered handgun must go through a FFL. Does the handgun have to be shipped by a FFL or are private party tranfers legal. My FFL told me they will only accept FFL out of state rostered transfers. Is that the law of just preference?

Private party shipping is legal, but up to FFL preference.Never initiate force against another. That should be the underlying principle of your life. Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
