so if you remove the mag disconnect, will it make the gun NON CA compliant?

Once the handgun is sold via retail in CA, the roster no longer applies really. The CA "safe gun" roster applies only to retail sales via DROS from a FFL. It also covers handguns "imported" by FFLs into the state for transfer to non-exempt sheep like us (e.g. from a GunBroker or similar internet/mail sale).
If you do a face to face private-party transfer sale of a handgun, the roster also does not apply.

ahh ok thanks... so i just DROS'd my MP40c with mag disconnect the other day, after i pick it up, i can do whatever to it like remove the mag disconnect if i install the Apex RAM?Comment
