The prudent thing to do is to stock up to whatever extent you can afford. The stuff keeps and you can pick it up by the case online. Yes, hopefully the law will get thrown out, and yes, hopefully Walmart will be up and running soon... but what if they don't get the system deployed until the summer, especially if they think the law might get overturned and they don't want to deploy wide unless they have to. Or what if it gets thrown out a few months after the start date. You don't have to have a lifetime supply of ammo to make it worthwhile having some extra around until this all gets sorted out.Comment

FAQ.
The law says 'handgun ammo' but does not define it (well enough for anyone to know).
DeLeon tried to get a law passed last session that would have 'cleared' that up, but the bill failed.
Out of state vendors may reasonably be expected to punt and refuse to sell any ammo by mail/internet, figuring that California is just too crazy.

Sounds right to me.
I just dug the old Rock Chucker out and will start reloading again (after decades off). I decided to start reloading again, partly due to the potential for problems with supply related to the new law coming.
The primary reason though is it looks like I will start shooting .45 ACP again. Reloading will ease the sticker shock, at least for the ammo. I don't think anything is going to ease the sticker shock of that Wilson Combat!

Men of the future will all be wearing pink and go crying to mama if they so much break a nail or get a paper cut. But our government wants sheep. Not men that will defend our country despite the pain. May as well give the US to China now and get it over with...
