Mec-Gar is, quite often, factory for a number of makes. Not sure about Ruger, but my Sig OEM mags are all marked as made by Mec-Gar.
The P95 is, in my experience, occasionally temperamental about ammo until it's thoroughly broken in... 500 rounds or so down the pipe will usually do. But overall the ones I've fired have been pretty reliable. A friend of mine has one that has about 1K through it so far, had a couple minor hiccups in the first few mag fulls, but now it shoots everything he puts in it, including steel cased Russian ammo.
On the failure to lock open issue, you might check the placement of your strong hand thumb as well as your weak hand first finger, depending on how you grip. The slide lock being kind of flat seems like it could be held down inadvertently without really knowing that you are doing it.
Double feeds are most often either an extractor or mag issue. It is probably a good idea to have another person, like an RSO, fire off a couple mags to see what kind of results they get.
If it is a mechanical issue, Ruger will most definitely stand behind their product.
