There is nothing in that section and subsequent sections as posted in this thread that would seem to prohibit a private party bringing there personal property into the state.

Just my humble non legal observation.
That would make sense - if this were not a California gun law. Since the law does not explicitly state 'import for sale', it's a whole bunch safer to take the broader interpretation.

AFAIK there is no case law on that point.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

If I could go back in time, I would definitely not have sold off all 10AK mags of all awesome flavors when I was coming from WA. Had some cool stuff. 20 Rounders, 30, cool clear ones, etc.

I agree, and I'd add that for those who have legally possessed high caps purchased before the ban, many might argue just how the state knows when the magazine came into your possession.

Moving into CA after the ban makes it pretty clear that you didn't own them before the ban or that you illegally imported them. It seems like you would be leaving a very clear paper trail proving a violation of the high-cap law.

Don't sweat the over 10 round AK mags. That is a different issue from the high cap ban. More than 10 rounds gets into the AW ban, and that doesn't have a suggested fix anytime soon.

I should have been more specific... Im a Legal CA resident, borned and raised in Rancho Cucamonga, I am station in North Bend OR. I was able to purchase a gun in Oregon because of my military status. Springfield Armory XD .45acp service model; however, the large capcity mags are ilegal in CA. I bought some 10rd mags which should make the gun legal in CA. My question is: DO I have to register the gun with the CA Burue of Fire Arms? and if I do, When do I have to do it, now (since I am a CA resident) or when I move to CA?

Im tranfering to San Francisco, still keeping active duty military status, but again Im still a CA resident stationed in Oregon.

You are right, Winchester bay is amazing, I love the Umpqua river, I wish to stay in Oregon, but duty calls back to Cali.
