Comments about DOJ/AG ppt form

[ddindetroit]

Does anyone know about using this form to mail in registration on clean pistols for PPT (without going to dealers)? Especially between parties like friends/families ...

The AG/DOJ office does not pick up their phones for clarification questions.

There is space for party party transfer and others ... $19/transfer.

I know it's originally intended for out of Kalifornia residents that have moved in and 'needing' to register firearms.

Helpful comments would be appreciated.

Thanks,

Outside some VERY specific circumstances, you'd have to use an FFL for a transfer. For intrafamilial transfers, there's a specific form for that and the volreg form isn't it.

Only strictly defined interfamilia transfers are exempt from PC17072(d) requiring firearm tranfers through a licensed dealer. Those exempt transfers are basically those straight up or down the bloodline between two CA residents. Any other transfers, between brothers, cousins, neighbors, friends, etc. must go through a licensed dealer. If you execute an exempt transfer of a handgun, you must submit a Report of Operation of Law within 30days, http://ag.ca.gov/firearms/forms/pdf/oplaw.pdf
If you execute an exempt transfer of a long gun, you may submit a (voluntary registration) Firearm Ownership Record, http://ag.ca.gov/firearms/forms/pdf/volreg.pdf

There are a few other exemptions to PC17072(d) which are covered in PC12078, but it's unlikely you will encounter those cases.

Transfering a firearm in this manner is not legal.
