      OP- What I do, drive to Reno for some fun and buy the ammo there. (Cabella's) then go gamble, goof off or whatever.

        You can walk out the same day with any C&R firearms if you have an 03FFL and a COE.
        From the DOJ's FAQ.

        Who is exempt from the waiting period?
        The most common exemptions to the 10-day wait include:

        a.California law enforcement officers are exempt from the waiting period if they have a letter signed by the head of the agency or commanding officer, stating they are full time paid peace officers authorized to carry a firearm in the performance of their duties and authorizing the purchase. The dealer must retain the original letter and attach it to the DROS record.
        b.Persons who have special weapons permits issued by DOJ are exempt. The dealer must retain a copy of the permit and attach it to the DROS record. Qualifying special weapons permits include:
        1.Possession of Short-barreled Rifle/Shotgun, (PC Section 12095);
        2.Possession or Sales of Machine Guns (PC Section 12230, 12250); and
        3.Possession of Destructive Device (PC Section 12305).
        c.Persons who have a curio and relic collector's license issued by the BATF and who have a valid COE issued by the DOJ are exempt from the waiting period only when purchasing curio and relic firearms. The dealer must retain a copy of the FFL collector's license and the COE.
        d.Dealers transferring a handgun from inventory to their personal collection are exempt from the waiting period but are still required to submit DROS records for each handgun transferred. There are no DROS submission or waiting period requirement for dealers transferring long guns to themselves for personal use. The BATF's acquisition/disposition log requirements still apply.

          I just ordered my application form. I believe it is F 7CR (5310.16) or F 5310.12 (F7). I think they are both the same form. I also ordered two of the FBI FD-258FA (fingerprint cards) and F 5330.20 - Certificate of Compliance With 18 U.S.C. 922(g)(5)(B).

            No your not subject to BATFE inspections with a COE. The COE is issued by the Ca DOJ and has nothing to do with the Feds.

                Has premises for conducting business or collecting

                Can you say, work out of a rented apt you also live in, or does it need to be a dedicated area (as in office area on your taxes, which can also be in your place of residence but must be used mostly for work only)

                  The 03 is purely a collectors license. If you have an 01 then you need a store front, buisness hours, insurance and everything else needed to have a buisness. I haven't heard of any new kitchen table FFL's like Rogers Relics, they are a thing of the past.

                    The one in the Bay Area, by me, only carries gun safes...ask about anything else and you get a stern look.

                        03FFL is not a business license and does not permit you to buy and sell firearms any more frequently than a person without the 03FFL.
                        Too many sales will still get the attention of the BATF.
