    AB962 Preparation

    How's everyone dealing with the looming AB962 effective date in 2011? Stocking up, or hoping for repeal or successful court challenge?

    Why would you stock up? Even if this does remain law, you can still mail order handgun ammo with a C&R FFL and COE.

          I'm in for the challenge. It's not going away by itself, and if we don't do something to turn it around, it will be just the first in a string of more bad laws.

            Can you explain C&R and COE? Unfamiliar with those acronyms.

              C&R FFL is an 03 Federal Firearms License. It's $30 for 3 years from the BATFE and allows you to buy C&R firearms without the need to pay for a DROS in certain circumstances.

              A COE is a Certificate of Eligibility and is good for 1 year issued by the CA DOJ. It's basically a background check that says you're not a prohibited person.

              AB962 was written with an exemption to the mail order law by allowing a C&R FFL and COE holder (in combination) to order handgun ammo through the mail. It's also the exemption that is the basis for the legal challenge to overturn the law.

                  Like Wilit, my wife and I plan to rely on combined C&R licenses and COEs. Though of course, we expect plenty of retailers not to take a chance selling to us anyway.

                    Exactly. Given how "fun" it is trying to explain what a C&R + COE does at a local gun store, I can only imagine how many out of state places are going to flat out ignore us for a while. They have no idea what a COE is as it's a CA only thing.

                        I already have the C&R app and plan on sending it in. But just in case I recently loaded up on 4k rounds of 9mm and 3500 rds of 10mm with another 1k of 10mm on the way. I think I went a little overboard on the 10mm. . All the local shops want $30/box for it and Wal-Mart doesn't sell it in my area.

                        I have heard the Californians comprise of almost 20% of the online ammo buyers right now. You can only imagine what's going to happen to ammo prices as the "deadline" approaches. Plus I am guessing that many ammo vendors will begin early Californian compliance so as to avoid any backorder conflicts and such. Perhaps months in advance.

                          I thought they're doing it already. Whenever I buy ammo from Big5 they get my name, dob, phone, dl and above all THUMB PRINTS!

                            for most people who just buy ammo locally, AB962 will not effect them in real significant ways. (privacy arguments aside)

                            yes some computer will be collecting your info and how much ammo you bought but you will still be able to buy your 100 rnd packs of WWB at Walmart before you hit the range.
