2011 build

Am I missing something? How do you put together a 2011 semi auto without manufacturing or assembling an unsafe handgun?

An issue with doing a frame only PTT may be the safe gun handling requirement. To use a replacement means much more then just another 1911 for that portion.
If you are exempt from the requirement of safe handling demo then good for you.
Many dealers will not do just a bare handgun frame.
If you have a dealer telling you no worries then even better.

Yes, one of the well known FFL in my area told me it's good to go, but after reading the inputs here, I am not so sure. LoL

Make sure it is DROSed as a semi-auto pistol, not a stripped frame.
